The adaptation workshop was organized by the Co-chairs of the CAN adaptation working group: Rachel Berger, Practical Action UK, and Sven Harmeling, Germanwatch.
The objective was to discuss:
- National Adaptation Strategies and Plans and support for their preparation
- MRV on Adaptation (including increased adaptive capacity)
- The Adaptation Fund
- How to bridge the gridlock on Adaptation Financing between G77 and the developed countries
- How adaptation should be linked to technology cooperation and finance requirements.
Outcomes:
- Building capacity and bringing up to speed a group of southern participants who had not in detail been following adaptation in the negotiations.
- Developing in some depth the position on the institutional arrangements for delivering adaptation from national to community level, including processes for reviewing progress
- Preparing in the form of a power point presentation how this would operate. This has been shared with groups of delegates, particularly within EU and at a side event in Bonn,
- Discussions on the institutions for raising and delivering the large scale finance needed for adaptation
- Discussion on the issue of compensation, insurance and restitution, for those countries where climate change already built into the global climate system will lead to impacts which are beyond adaptation, requiring large scale population migration/displacement
- Planning key activities for Bonn, including first ECO article and textual analysis
