The mitigation workshop at the conference was divided into 2 workshops tackling the different perspective arising from A1 and NA1 countries. The A1 workshop was chaired by Dael Marshal, Suzuki Foundation and the NA1 was chaired by Wael Hmaidan – IndyACT/Arab Climate Alliance.
The objective was to discuss A1 mitigation targets and obligations and explore NA1 mitigation actions and under what conditions and policy context it might be made possible.
Outcome:
- Discussion of whether or not NA1 mitigation should be quantified, and if so how much
- Exploring what type of actions NA1 countries can take, and whether they should be MRVed
- Discussion of whether the development of NAMAs should be voluntary or obligatory
- Analysis of how to best ensure the adequacy of NAMA plans, and whether these should be based on responsibility and capability.
- Discussion of A1 mitigation targets in general and exploring different rights- principles and the mitigation targets that would entail for A1 countries.
- Strategy planning for the forthcoming session in June
Back ground paper: Principle-based Annex 1 Differentiation in the Copenhagen Accord
A position paper for NA1 mitigation was developed, that discusses the need for considering the principles of equity, reponsibility and environmental integrity for mitigation in NA1 countries. This paper is being further refined in forums such as CAN.
