The International COP15 NGO Dialogue Process
is planned to be a series of three meetings between around 25 international NGO representatives and the Danish Government as the incoming COP15 Host, particularly the Minister of Climate and Energy, the Minister for Development Cooperation and the Prime Ministers Office.

The first meeting took place over a full day 26th February 2009 where 22 NGO representatives had discussions with Minister for Climate and Energy Connie Hedegaard and Minister for Development Cooperation Ulla Tørnæs, and with civil servants and negotiators from the Ministries. Together with other NGO-networks, the Danish 92-Group was consulted regarding the selection of participants for this dialogue, and we organised both a preparatory meeting the day before and a follow-up meeting the day after.

With the words in the invitation letter to the meeting, NGO-participants were invited "to exchange points of view and discuss key questions in the UNFCCC negotiations and the main NGO standpoints... and with ..the purpose..to secure mutual understanding and broad support in the preparations and thus for a successful outcome of COP15."

No official record is yet published from the dialogue meeting. Available here is the programme, the participants list, and the background paper prepared by IIED - the International Institute for Environment and Development.

The Danish Ministry of Foreign Affairs has entrusted the 92-Group with organising two subsequent meetings in the dialogue process, one in the context of the Civil Society towards COP15 Conference, and one in the autumn probably in August or September.

The 2nd NGO COP15 Dialogue took place on 13. May in the context of the International NGO Conference. 34 participants at the table and 9 observers enganged in a active dialogue with Minister for Climate and Energy Connie Hedegaard. Many of the issues discussed were also covered in the International Climate Dialogue Meetings on May 15th - issues and notes can be found elswhere on the page.

A 3rd Dialogue meeting took place on 9th of November with almost the same group of participants as those from the 2nd NGO Dialogue meeting. 30 participants and 8 observars had an active dialogue with Steffen Smidt - Head of Department, Ministry of Climate and Energy, Ulla Tørnæs Minister of Foreign Affairs and civil servants from the Prime Ministers Office and Ministry of Climate and Energy.
